It is called for every file, once the script finishes. This is the same in RC4 and 1.0.*.
With a dedicated server i can install a debugging extension and after that i can test and i see exactly what happens. On a shared hosting i cannot do anything.

Men i need your help my problem is serious and urgent please help me out a little time for me and I have sent the information several times. I just sent whm acces. The site is consuming 89% of cpu.

You have sent the information several times, but none of the information worked and i was not able to login. I will check again and if i'm able to login i will check and fix. I dont know what you did, because there is no way the site could use 89% of the cpu with 1500 visitors. I'm running several sites on a Atom server and i have more than 5000 visitors and the load is close to 0.

Can you please try to disable Related Category in Admin -> Video -> Config -> View? (this might be the cause for the slow thing).
