Is it possible to have a mass mailing option to mail all the users and have the option to send just 50 emails per hour?

You can email all users, but it doesnt send 50 emails / hour. It sends to all users you select. The emails are sent consecutive. If you want to send only 50 emails / hour you can use a email service for this.
