There are a few language packs out there, at least from what i know: German, Dutch, Italian...I will review the language features and see how they can export the language pack.

Which language? Now that RC4 was released, its easier to export/import languages.

It's a script bug, do not import file with utf8 or SQL do not host utf8

You need to do this:

ALTER DATABASE db_name
       CHARACTER SET utf8
       DEFAULT CHARACTER SET utf8
       COLLATE utf8_general_ci
       DEFAULT COLLATE utf8_general_ci
       ;

ALTER TABLE language DEFAULT CHARACTER SET utf8 COLLATE utf8_general_ci;
ALTER TABLE language_files DEFAULT CHARACTER SET utf8 COLLATE
utf8_general_ci;

Did you replace db_name with your database name? (sorry if this sounds offending or anything, but we all forget stuff like this sometimes)

@thiva: you also dont have support mbstring extension in PHP, which means PHP cant handle UTF8 strings, and the script is using non-native functions, making the site slower.

i add to my php.ini

extension=php_mbstring.dll

No. You need to recompile php from whm and add support for mbstring.

A little bit off topic, but for Debian users i can remommend to use the http://www.dotdeb.org repsository for php installations The php packages over there are always up to date and packed with ALL really needed extensions.
