My server slows down

They tell me that there is a lot I/O at the hard drive and that I should upgrade to ssd or looking into a cdn. It seems strange for the traffic I have (average 130 live users per given time 23k visits per day). Also I add 5-7 videos every 3 days and I have user signup disabled so there is hardly any heavy input to the drive. What do you think I should do?

Currently I am at a dedicated with dual xeon 8gb HD and 2x1TB raid (mirroring).

I/O is input and output. You have a lot of thumb requests, css/js/images. If you use CDN (for css/js/images and video thumbs) you save most of the requests (not to mention load on apache). CDN for this costs like 20-50$ / month.
