System Cache... To be or not to be?

Should I or shouldn't use the system Cache? And if yes how often should I manually clear it?

Do a few tests, if your site works faster then use it. The file cache can be cleaned with a cron.

how...my site is better with cache but is mess up when i not clean it. so how i can add it to cron:?
