This can be implemented from nginx, there is no need to actually have anything related to this in the script. You can read more about nginx here: https://www.nginx.com/blog/rate-limiting-nginx/

This page doesn't explain how to setup dynamic bitrate on nginx ( for example 1,2x video file bitrate ) https://www.nginx.com/blog/rate-limiting-nginx/
The only option is mp4_limit_rate 1.2; http://nginx.org/en/docs/http/ngx_http_mp4_module.html which is only availiable on nginx pls ( i would have to pay 2500 dollars per server. )
The only solution is to add this feature into the script.

With free nginx you can set number of connections from same ip and also the bandwidth transfer. KVS serves all files through PHP. In version 2.x this cannot be done, however in version 3.x, there are 3 methods to serve video files, including one similar to how kvs does (they use internal nginx method to serve the files, apache also has something similar). Serving files this way, adds a extra layer of security, however its not 100% (how i know this, because there are grabers for sites powered by kvs that use this method). In aspro version 2.x you can use nginx directly to limit the bandwidth. Check this article:
