Im not sure But i think it might be somthen to do with everythink you have downloaded from the server but id wait for symtab before you delete it

Temporary downloaded files, like thumbs and FLV/MP4 files...You can delete them. (its a bug, they shoud be deleted automatically).

Temp Files Do Not Needed As I Think And Know They means Temporary Work. When Ever User Want To Download Videos It Create Link And Convert Video And Store In tmp for Download. You can Delete It It Will Again Come Back When Any User Again try To Download Same Video.
