user upload limit

There are some software that upload videos to websites. I am getting +500 daily uploads all those videos are less than 5 min and some videos are uploaded more than 5 times. Is there a way to prevent this problem without disable the upload videos.

For example add user to upload less than 2 videos daily.

I can add a feature to limit the number of videos a user can upload / day.

Yeah....i checked your server...WTF...you only have 12GB and its a quad core, how can it process 500 uploads in five minutes?

Yep, and if i enable the upload selection they will upload videos again. lol

Also they change username

+500 plus uploads per day is kind of a big number. Would be nice to have a feature like the one suggested.
