I have Seen This In Advertisement Section But I Have Not Created This This Is Created By User User Like Player Advertising (pornstarsamar) But it is Not Active What is This?

It is active and it shows under the flash player for videos uploaded by a user that has this advertising set.

Yeah. Users can add their banner, however its not active my default. You have to approve it from the Admin Panel.
