I Have Tried To Add Link To 2 Fellow Webmasters But When I Add To There Site It Shows Check Linkback URL And I Asked Them Have They Closed There Add Link Option They Says No. So I Think It Is Bug Same Think I Noticed In My Site Also...

It happened on mine for a bit, but I think its a temp problem when it goes and checks for the linkback, like the connection is slow or such.

Unless this is a timeout, its fixed. I modified the code to check for a link now, not just the site's url.
