I don't know if I've ever seen Captcha at a user login on any site I've ever used.
Seems to me like that would make a user unhappy especially when they have their browser remember the password. Having Captcha would mean they would have to type login information every time... meaning the average user would create a very simple password so it would be easy for them to remember. Thus, making it less secure to someone who can type Captcha... like a hacker.

I guess it would hurt to have it for the admin panel. But even for the admin panel I've never seen anyone do that. For the admin panel you could probably just make the modification in the template. It wouldn't have to be something that was hard coded... but I'm not 100% sure about that.

You could add a .htaccess protection for the admin panel also.
